Is running Tor locally via LES proxy allowed?

I browse the web via Tor, but Tor is blocked in my area. So i want to use LES OVZ machines as a proxy (private) to connect with Tor.
So, no Tor on VM, only proxy servers like OpenVPN or tinc, and I connect to Tor relays via them, is that allowed?
